Yes, but if it's too much for you to handle right now, try setting up your own production company first... or wait it out until you actually get the feel for this mock TV environment.

Production Company? How does that work on here?
You make up ideas for programs, and present them in the appropriate forum (Programme Portfolios). You can add wiki articles about them as well if you want. Most submissions contain one or more programmes, with the title, amount of episodes, duration, synopsis, whether it is in HD and other information sometimes. Most people create 'production companies' to house these under with a name - mine is scoTV productions as it is integrated with my franchise. Schedules are made every 3-6 months, so it is best to submit them around then (one has just gone) but individual franchises still need programmes to fill the regional slots.
Hope that isn't too complex and answers all your questions.
There's also oppurtunities to get programming to the various digital channels, such as (my) Regal Media's Channel T, a teen aimed digital channel. I'm always open to recieving new programming for it, and would appreciate any programming.
And on that topic, you could open a digital channel (but we are getting quite a lot now).
