There are 17 regional Channel 6 licensees and one licensee providing the national breakfast-time service and one licensee providing national news. The term "Network Six" covers not only the Channel 6 franchises, but its accompanying digital channels and interactive services.

[edit] Open-access services
The following licences and/or approvals are for services which are non-franchised, such as digital channels, radio stations and overnight services.
When a submission for a digital channel is accepted, a 12 month licence is gifted (all other approvals are indefinate). A submission or licence is not required to operate a timeshift channel (+1), provided the timeshifted content is entirely unchaged. A submission should also not required for a single, local digital channel (on digital terrestrial and/or cable only) which broadcasts mostly repeat (regional) news and programming from the main Network Six channel, provided it only broadcasts to the respective franchise region. A licence will be automatically gifted for this purpose. Teletext services are included in the main regional Channel 6 regional licences. A licence is not required for regional online services. Local radio stations are permitted, provided they are not cross-franchise (of a different owner). Syndicated overnight services (00.40-06.25) between franchises which either have a common owner or are a member of a common group, are permitted without submission. Internal design & broadcast companies can operate without a licence, however when dealing with external affairs, a submission is required.
Any service which does not fit the above criteria is subject to creating a submission proposal to the Network, and its outcome will determine whether a licence should be awarded or not. A service under these circumstances cannot proceed without a given licence.
