TVB was the Border franchise holder between 2004 - 2005 and early 2006 - March 2009, owned by CoastPark plc. It was replaced by Biom in the Network Six 2009 franchise round.

TVB was formed in February 2004 by Park Television and applied for Borders franchise, temporary served by Frontier Television. Later on, there was a bid from dMGw Worldwide. The companies decided to split broadcasting time, thus making TVB a weekday broadcaster.

In early 2005, TVSolway bid from dMGw Worldwide was accepted, but the Border region was hit by floods which ruined TVSolway's studios. TVB became a temporary franchise. Later on, dMGw decided to give the broadcast rights to TVB.

In 2005, TVB had made a bid in 6-Net franchise round, but it was unaccepted. Thus, there was estabilished a generic 6-Net service.

In 2006, the newly-formed CoastPark plc had reached a deal with Emoa to purchase the broadcasing rights. Thus, TVB returned to the Border region.
